What is a PNGTuber?
A PNGTuber is a streamer who appears on screen as a still drawn character instead of on camera. The character has two versions — mouth closed and mouth open — and software swaps between them whenever the streamer speaks, so the picture looks like it is talking.
The short definition
The name comes from the file format. A PNG can have a see-through background, so the character sits cleanly on top of gameplay without a white box around it. Add the “-tuber” ending borrowed from YouTuber and VTuber, and you have the word.
In practice a PNGTuber is the cheapest way to stream with a face that is not your own. There is no camera, no face tracking and no expensive model. Two images and a microphone are the whole requirement, which is why the format spread so quickly among people who wanted to stream without showing their face and without spending money to start.

How a PNGTuber actually works

Why streamers pick this over a VTuber model
Money. A rigged VTuber model usually runs from a couple of hundred dollars into four figures, because it is two specialist jobs — layered artwork, then rigging. A PNGTuber can cost nothing.
Time.Commissioning a model means waiting weeks in an artist's queue. A PNGTuber can be finished before your stream starts tonight.
It does not break. No camera to lose tracking, no lighting requirement, no drift. You can stream in the dark, eating, lying down, out of frame entirely.
It reads better small. Most viewers watch on a phone with your avatar the size of a thumbnail. Bold flat shapes survive that; subtle rendering does not.
